The issues around the financing of Information and Communication Technologies (ICT) lie at the intersection of Information Society and financial law. How to provide the necessary financial resources to bridge the digital divide is a burning question at the centre of many ongoing international debates.

This book examines the legal framework formed by recent international and national initiatives and assesses the main existing funding instruments impacting on the financing of access to ICT infrastructure and services, namely the Official Development Aid system, the International Monetary Fund, the World Bank Group, the private sector, and the Global Digital Solidarity Fund. It then proposes concrete legal strategies which should be adopted to improve the leveraging of resources in a view to ensure a fairer and more inclusive access to ICT.
