    Hikmat Maleh is a partner and criminal and commercial litigator who co-leads the Investigations practice in Geneva. He represents clients in complex litigation before Swiss criminal and civil courts, often in multi-jurisdictional proceedings. Hikmat routinely handles white collar crime cases (fraud, money laundering, bribery, insider trading, mutual legal assistance), banking litigation, commercial disputes, and employment litigation, among others. He also advises clients on sanctions compliance and represents them in sanctions-related disputes or enforcement. He is proud to be recognised in the national and global editions of Who's Who Legal's Business Crime Defense guides, among others.

The Swiss Federal Council continues aligning the Swiss sanctions regime to the European Union (EU) sanctions against Russia. On August 16, 2023, the Swiss Federal Council adopted further measures against Russia, in line with the 11th sanctions package adopted by the EU. This follows a move on June 28, 2023 where the Federal Department of Economic Affairs, Education and Research (DEFR) added over a hundred individuals and entities to the Swiss sanctions list. The latest measures impose additional commercial and financial sector restrictions, and delineate exceptions in the humanitarian sector, with certain safeguards for Swiss economic interests in specific scenarios.

Switzerland adopts EU sanctions against Russia

The Swiss Federal Council took the decision on February 28, 2022 to adopt sanctions against Russia mirroring the packages of sanctions imposed by the EU on February 23 and 25, 2022. The Federal Ordinance on measures to prevent the circumvention of international sanctions connected with the situation in Ukraine, which had been adopted in 2014, has been revised in an expedited manner to reflect the new scope and retitled as the Federal Ordinance instituting measures in connection with the situation in Ukraine on February 28, 2022 (the "Ordinance").
